Whilst we support the intention to encourage sustainable travel, this approach is in conflict with several others which promote development that is dependent on the provision of the Bexhill Hastings Link Road.

Why not a related Section106 strategy for the towns superstores?. These privileged car-orientated centres might be expected to support more sustainable and environmentally friendly initiatives like the Strategic Greenway Project. Excellent PR for Sainbury's Tesco and especially Morrisons who wish to expand in the town centre (directly alongside the Greenway College Link)

The HA encourages this approach and views it as a sustainable long term approach to managing down the transport impact associated with large scale new development. However, the submitted Core Strategy needs to make reference to Circular 02/2007, Planning & the Strategic Road Network' and its companion document ' Guidance on Transport Assessment' in respect of developments likely to impact on the SRN, even if this impact is beyond the Hastings BC boundary. The role of travel plans are increasingly important to the HA in addressing the long term viability of proposed developments. They need to include practical, deliverable proposals for moinitoring the efficiency of the plans and realistic measures to be taken where targets are not met.

Make sure required Travel Plans are adhered to e.g. has Sainsbury's Travel Plan been implemented? Will the re-built Churchwood Tesco store be monitored?

Commercial development schemes - travel plans. These must be followed. Why has Sainsbury's recent extension travel plan not been implemented?

Monitor travel plans that are required for commercial development schemes to make sure they are influential eg. Sainsburys extension completed in 2007 - travel plans not yet inplemented.
