This is the correct long-term approach to the transport needs of the Borough and is contradicted by Preferred Approach 31.

The Strategic Greenway Project aims to encourage alternative and more sustainable transport modes (walking and cycling) with shifts away from using the private car, especially in the town centre.

Cycling provision is not a priority and should also be urgently addressed. It is excellent value for money.

Policies are in conflict with your vision of (18.11) Where are policies on traffic management and car sharing? Why can't the Hastings-west Bexhill cycle link construction be brought forward?

Clearly your emphasis is on road improvements. Presumably one reason for this is the reluctance of rail companies and government to be more proactive in improving rail infrastructure. We know what the issues are, we need to get real, you and other local authorities should be lobbying for rail improvements to government officials. You carry more weight than pressure groups like FOE. With oil prices rising dramatically, shouldn't electricfication of the Ashford line now be a top priority?

Lack of detail / comment re bus transport, this can be a major enhancer if a good service is available, reducing car useage and improving the sense of safety if more members of the public are out and about.

We are currently developing guidance on how to incorporate the regional policy objectives for transport through local development frameworks. This should be available in Auust and may assist when drafting the submission draft core strategy. In particular the requirements of Policy T5 in the draft SE Plan could be developed further within Preferred Approach 32 to facilitate modal shift. We will forward you a copy of the transport guide as soon as it has been finalised.

The HA supports all measures that seek to maximise sustainable transport options with the overall aim of reducing the need to travel by car, particularly, as stated, the opportunties for non-car based travel should be fully exploited before any increase in car parking provision. The HA supports the continued development of LATS; the joing working with Rother greatly improves its chances of success. The location of car parking and park and ride faciilities requires careful planning as both have the ability of attracting and generating car based trips to the detriment of the highway network.

Bourne Leisure considers the statement at paragraph 18.9, in relation to tourism issues, policies within the Core Strategy should acknowledge that of necessity, there has to be a reliance on the car for many tourism journeys, due to the often rural & coastal nature of tourism facilities & the lack of alternative modes of travel. The necessity of car travel in certain tourism-related circumstances is recognised at paragraph 5.3 & 5.4 of the CLG Good Practice Guide.

The final version of this policy in the Core Strategy should better reflect the partnership working between the County Council, Hastings Borough & Rother District Councils & Seaspace in assessing the LDF/LATS transport modelling. Considerable joint work has been undertaken to test development options & greater reference to the LDF/LATS transport modelling & its conclusions, including the sustainable transport measures, should be made in the final Core Strategy to explain its role in relation to the Strategy.

More generally greater reference to the Local Transport Plan (LTP2) & the Accessibility Study & Draft Action Plan could be made & the potential for this to inform the provision of better accessibility & the location of services.
