We support the redevelopment of the existing out-moded employment stock. However, it is important that policy makes provision for a range of economic development to come forward. The blanket protection of existing employment sites for typical B1, B2 and B8 uses is unduly negative and potential prejudices employment generating opportunities.
We strongly recommend that flexibility is retained within policy to allow for the consideration of alternative forms of employment generating development. In particular where sites are no longer suitable for typical employment uses the Council will consider alternative forms of economic development.

The Strategic Greenway Project is special in that a potential land supply shortage is addressed by a unique partnership with HBC Network Rail (and Sustrans), Leafy Rail Corridors can play a key role in the regeneration of Hastings and Bexhill using NR land not normally available to enhance the public realm.

Support the provision of mixed use sites to enable strong community ties to development & reduce the need for travel. Our client's land at Breadsell Farm would have capacity for mixed use development, particularly when considered alongside development of land at Breadsell Lane as indicated in Preferred Approach 1.

'unless it can be proved they are no longer viable' The council says they want to encourage industry & business to town so the viability should be there rather than the fast buck for poor redevelopment into flats & socially rented property. We need local jobs for local people.

Perhaps office space should be mixed into other areas of town allowing people to live closer to work & not have to travel to town. This would allow more space in town to be available to homes in the higher density area.

There is no indication of the overall job growth or net employment potential of the policy approaches. thus, it is not possible to see how far likely job provision matches expected workforce & hence whether there is a more sustainable balance between jobs, workforce & housing in prospect. Although policy SCT1 in the draft SE Plan seeks such a better balance, it may be more appropriately undertaken for the Hastings-Bexhill area as a whole.

The relationship between employment site protection & mixed-use policy approaches (penultimate 2 bullets) is unclear. Draft SE Plan policy SCT3 (i) allows the loss of existing employment sites if they are no longer capable of meeting business needs & SCT3 (iii) allows mixed use schemes on existing or allocated sites if employment only schemes are unviable. The latter policy would deliver some employment use on apparently unviable sites rather than losing the whole site & this principle should be incorporated into the Core Strategy.

It is not clear what evidence is available to support the approach to employment including the amount & type of employment to be planned for - an employment land study is mentioned in paragraph 17.9 but there is no indication as to when this was carried out or its scope. Polcies should take account of draft PPS4.
