The parts of the document which identify affordable housing requirements are welcome. We support the exploration of different site size thresholds and percentages for affordable housing as set out in Policies H4 and SCT8 of the draft SE Plan. In accordance with Policy H4 of the draft SE Plan we would additional welcome reference to rural affordable housing exception sites within or well related to settlements and reference to the presumption towards favouring on-site affordable housing provision.

The provision of 25% (on PDL) or 40% (on greenfield sites) affordable housing within new developments, above 15 units, as informed by the Housing Needs Survey and other evidence documents, is accepted as being necessary in order to meet the identified need.

It is necessary for the preferred option and subsequent policy to recognise that site specific circumstances may result in this target not being achieved on certain sites (e.g. on contaminated sites). Therefore SMPCT recommends that the preferred approach be amended to recognise that a lower provision of affordable housing may be acceptable, subject to the submission of sufficient justification.

SMPCT welcomes the fact that the Council will prepare additional guidance on affordable housing policy which will provide greater clarity for developers.

The delivery of affordable housing is better served by a higher overall requirement for housing for the period 2006-2026, & for the area like Hastings; it may prejudice the delivery of affordable homes. If a level of 40% is required on all greenfield sites. Although the SE Plan has indicated 40% as a 'default' level for provision of affordable housing, a case can be made for Hastings to agree a lower level of provision.

'of 15 or more dwellings' should be removed to avoid sites being split up to get round this clause. there should also be comment that the dwelling should not all be clumped together.
Remove '15 or more dwellings'

This approach is broadly supported & appears to comply with the SE Plan policies on affordable housing that allow viability to be taken into account in setting affordability targets, provided it is implemented flexibly. In this respect, policy SCT8 in the draft SE Plan also requires the need for contributions from development towards necessary infrastructure to be taken into account when considering affordable housing levels in specific cases. The final policy should reflect this.

Development under 15 dwellings should pay a commited sum towards the provision of affordable housing.
The proposal to increase from 30% to 40% on Greenfield site is completely unacceptable. 25-30% of a development is reasonable but 40% will upset the balance of development & tenure.

Given the need for affordable housing in the Borough there should be greater evidence as to how Hastings will pro-actively seek to deliver it, for example through joint working with stakeholders, the Housing Corporation & RSLs. The Core Strategy should set out a framework for driving change & delivering development needs & this is at odds with the first sentence of para 16.35.

Would it be beneficial to combine approaches 23-25?
