The seafront is a defining feature of Hastings. The recent English Heritage conference here in Hastings highlighted the need for Coastal Towns to reinvent themselves in line with new demands and expectations in the 21st century.

We agree with para 14.4 that the seafront is not right for office use as it will compete for parking with vistors/shoppers and create lack of footfall during evenings and weekends - and object strongly to the Pelham Place proposal (8.14 & 10.4). As this is scheduled for development towards the end of the plan period, it will blight homes and businesses in the surrounding area for 10-20 years. We specifically object to any reference to the Seafront Strategy (p79), which shows comprehensive redevelopment of Castle Court and other viable quality buildings in the Conservation Area. We feel there has been a lack of transparency and accessibility regarding this proposal and that it has been presented in a way which conflicts with paras 4.5 to 4.7; and 4.20 of PPS12 (4 June 2008).

The pier and White Rock Baths in their current condition symbolise the decline of Hastings. There is not a hint of urgency in changing this situation.

I support the seafront as a strategic area of change and hope access to it can be improved for the town centre, vitality improved, public art installed. It is a place to live on. The beach should be considered as one of the main assets of Hastings and treated accordingly. The cycle route should be continued from Robertson Street to the Old Town

Any development of Homedane House and Castle Court as a retail site would be detrimental to the whole community. Homes belong to the seafront not offices.

To reflect objective 10, as your 2 main cultural venues are well placed by the Seafront to provide visitors & tourists with suitable entertainments we recommend that these are included in this approach, not as part of future developments but as existing assets to be protected & promoted within this policy area & as part of your strategy for the development of an evening economy that links the town centre with the seafront

Bourne Leisure supports the statement that the core Strategy will take forward the spatial planning aspects of The Seafront Strategy 2005 (paragraph 14.1), which is an economic development strategy to regenerate Hastings and Bexhill & which identifies a number of zones of change.

With reference to relevant issues, paragraph 14.3; Bourne Leisure supports this approach, but would also emphasise the requirement for continual consultation with landowners & operators & the need for policies within the Core Strategy to allow for existing & enhanced coastal developments to be protected by new defences &/or improved existing defences, even where defences needed do not form part of the Shoreline Managment Plan. Policies should also ensure that exsiting tourism coastal business operators & landowners are able to fund apporpriate coastal defence work, & that, if necessary, improvements within current site boundaries or expansion onto adjoining, unaffected land is allowed, if land is likely to be affected by coastal erosion or flooding.

We object to the Pelham Place proposals in paras 8.14 & 10.4 which conflicts with para 14.4 & paras 4.5 to 4.7 & 4.20 of PPS12 (04.06.08). As this is scheduled for development 'towards the end of the Plan period', it will blight homes & businesses in the surrounding area for 10-20 years. We also object to including any reference to Seafront Strategy (p79) which proposes a large area for comprehensive redevelopment that includes our own home in Castle Court; many other homes & viable businesses; & several quality buildings in a significant Conservation Area. There will be confusion as to the extent of the site as long as any reference to the Seafront Strategy remains.

Get the national Cycle network Route 2 off the A259 road and onto the promenade to continue to Hastings Old Town. This needs to be done now. the road section of this route is dangerous and off-putting, and must give the NCN a bad reputation. The Robertson St to High St section should be put on the promenade now, regardless of if/where Stade developments take place. Plan to integrate with Stade developmetns

The Company would emphasise the need to ensure an integrated & comprehensive approach to the whole coastal zone within the Borough, incorporating an appropriate balance between protection of the coast & the use of the coast & shoreline for public amenity, recreation, tourism, business, transportation & nature conservation purposes. In particular, it will be important that the Hastings Core Strategy & the joint Hastings/Bexhill Seafront Strategy encourage the enhancement & extension of existing tourism uses, including accommodation, particularly where their existing location & their character require a coastal location.
