Although there is a specific scheme planned for the Kings Road Corridor, point 3 below needs to be broadened to include all of the retail hub of Central St Leonards including Norman Road, London Road, Silchester Road, Western Road and others. The effective use of grants, loans and enforcement action regarding retail units in this area and the creation of a Business Improvement Distriuct (BID) should also be central to this approach, which would be more effective and affordable than the Crystal Square proposal (Point 4).

Whilst it is acknowledged that the process is complex and there are further stages to run,more weight should be given to specific issues that are known to be of importance to the community.

Although under item 11.3 reference is made to "build on the 'green assets' that Central St Leonards has", which in itself is ambiguous, there is no mention in the Preferred Approach to the major asset of Warrior Square.

This sits between the Central St Leonards and the Seafront regeneration areas. Consequently, a positive programme for enhancement, rather than a brief reference under Preferred Approach 40, should be included.

Paras 6.9-6.10 refer to national recommendations of 30 dwellings per hectare; SEPlan says 40dph, local respondents concede 70-75dph in Silverhill, Ore and Old Town. PA21 is in line with this - 30 minimum, at least 40 in town centre, Silverhill, Ore and Old Town, BUT in PA9, Crystal Square is designated for 157 new homes; - the Crystal Square area is noted as less than 1ha - therefore density is proposed at greater than 157dph! This is unacceptable in an already overcrowded area where there are no leisure facilities. Crystal Square is the only site where there is a possiblity of community provision which could incorporate a library, WRVS/Age Concern, Youth provision (music sites, performance spaces, pool tables etc). Uckfield has a good comparison where the Council offices and community spaces are integrated with a residential development. Please do not put housing on Crystal Square

Two things stand out as far as Central St Leonards is concerned 1) you want to meet government housing targets 2) you don't like the people who live here. Any economically inactive middle aged single who is not wedded to climbing the career ladder is obviously not welcome here (see para 3.2 and objective 2).

You cannot continue to squash in more dwelling units without providing community facilities - bigger units bring larger familiies with young people who will loiter around - unless you only want nice middle class families who use boarding schools (which won't help local schools).

It would be interesting to know the correlation between poverty and ill health in Central St Leonards - how many are indigenous and ill through poverty, how many are poor through ill health, and how many are here because they are ill - either by choice or allocation by some service.

My vision for Crystal Square is to compulsory purchase the entire block and using the slope of the land provide 2 or 3 levels of parking, retail and community spaces, (incorporating the Isobel Blackman Centre). This would provide adequate space for a major retail company and smaller shops as well as community spaces on ground and upper levels. The idea of "punching through" from London Road to provide access is unnecessary if the scheme is comprehensive as I suggest, since access through South Street would be maintained. Deliveries could be made through the rear of the development in Western Road. If possible some characteristic warehousing could be retained and integrated into the design.
