This approach has no synergy and does not meet Sustainability Appraisal objectives (contrary to the claim). It also lacks reference to the relationship between the town centre and central seafront. The approach should aim to:
Protect and enhance the architectural heritage - particularly in the conservation area
improve the relationship between the town centre and the central seafront tackle key dilapidated buildings e.g. Observer Building, White Rock Baths and Pier.
Encourage vitality, diversity and niche specialisms in the retail and leisure offer.
Improve existing housing stock and quality of life for town centre reisdents
Reduce the domination of town centre road traffic and be more pedestrian friendly
Stimulate seafront leisure activity and commit to building Pelham Boulevard by 2010

The council's aims to ensure the continued success of Hastings town centre are supported, in particular the identifciation of the town centre as a growth point capable of accommodating most of the projected growth in comparison goods expenditure, along with St.Leonards District centre.

It should be made clear throughout the document whether the floorspace referred to is net or gross, and for the avoidance of doubt separate figures should be quoted for comparison goods floorspace and for service trade shops.

Para 6.27 - Hastings town centre - once again emphasis seems to be too much on office and retail and not enough on residential and leisure. Those of us already living in the town centre need its liveability factor improved and no planning seems to have really taken this into account. How many dwellings above the shops in Robertson Street are blighted by the drinking culture?

We agree with para 14.4 that the seafront is not right for office use as it will compete for parking with visitors/shoppers & create lack of footfall during evenings & weekends. We feel there is sufficient town centre office space allocated as shown in table 8.12 & that too much office use will lead to lack of diversity unsuited to a lively intricate town centre in an historic seaside town. Other than those office developments in para 8.12 no new large-scale schemes should be proposed for the town centre & growth should take place in the Enviro Enterprise corridor instead.

Likewise we feel that the town centre already has enough large scale retail space. With only a 180 degree catchment area, the town should not try to compete as a retail hub so we strongly object to the proposed vast increase in retail space. The retail offer in Hastings town centre should aim towards niche specialisms & diversity. We also think terms such as 'comparison goods' are not 'transparent or accessible' to the general public.

Approach 7 and 8 do not link - apart from the reference to retail and education, there is a complete mismatch. We also feel it is hard to comment on the preferred approach without sight of a map.
