With a large existing creative industries and arts sector within the town, the need to seek suitable sites for the development of affordable live/work units should be added to this approach.

The Council should ensure that in safeguarding existing employment areas, sufficient flexibility is retained within policy to allow for the consideration of a range of employment generating uses.
The Council should make clear within Section 8 that a variety of land uses, including retail uses, will be considered employment generated uses. It should be made clear that policy will not predetermine what forms of economic development are acceptable in these locations but will retain sufficient flexibility to allow each proposal to be assessed on its own merits, having regard, amongst other things, the employment opportunities to be generated.

Sussex Wildlife Trust objects to environmentally damaging development, e.g. Enviro21 Innovation Parks, which will damage the Marline Woods Site of Special Scientific Interest.
The cummulative impact of development in this area needs to be assessed as important sites are being compromised.

We applaud the Council's commitment to regenerating the town centre. We consider that there is not enough scope for B1 business units in modern complexes. Regeneration within the town centre can only accommodate businesses suited to that environment (i.e. offices). Suggest that the Council look elsewhere for sites to accommodate modern industrial units close to key routes for accessibility from both outside the area and located on local transport routes for easy access for local people. We consider our client's site at Rocks Lane to be a deliverable, viable alternative option for employment use.

The aim to acheive at least 60% of development on previously developed land is supported, and preferably shoudl be maximised further. the re-use of previously developed land is broadly supported by the HA, because generally these sites have an established transport infrastructure that incorporates an established public transport network which would be enhanced as appropriate. Comparable reasons support employment locations in the town centre, the aim to manage down the need to travel by car to such locations should be sought in all instances. the overall development and continual improvement of the public transport network is supported. This will be benefiicial in achieving reduced congestion levels especially in St Leonards.

THe delivery of development in North East Bexhill as stated is tied closely to the delivery of the Bexhill-Hastings Link Road and the impacts as shown by the model that is currently in development. A limited amount of development in advance of the link road opening maybe acceptable to the HA subject to the findings of a full Transport Assessment to the HA's requirements.

Support strategy, as well as employment provision as part of major development at Breadsell Lane. The appropriateness of business development on Ivyhouse Lane should be further considered in the Site Allocations DPD, in liaision with this Council.

Agree, and ensure that employment locations provide for cycling, walking and public transport, and discourage private car commuting.

Options for bringing forward remaining sites of Queensway/West Ridge & Ivyhouse Land should be examined as potential mixed use or residential sites through the forthcoming Site Allocations DPD.

Maps need to be provided showing details of employment & housing land with respect to designated sites & landscapes. this should include international, national & locally important sites.

Paragraph 8.16 - It should be noted that some of this potential for infilling & redevelopment of existing main employment areas may be taken up by waste management issues. The County Council as Waste Planning Authority is happy to discuss this issue as the Core Strategy is developed.

A number of site specific locations are referred to (for example Pelham Place, Ore Valley Millennium Community & the Enviro Enterprise Corridor). However, other than the site at Breadsell Lane it is not clear whether any of these are to be identified as strategic sites or if they will be identified thorugh other means? It appears that your strategy is one of economic & social regeneration & you will therefore need to ensure that the Core Strategy has measures in place, including the delivery of key sites, to drive this approach. Preferred Approach 3 for instance refers to 'suitable strategic sites' but again it is not clear what these are or if they are to be allocated through the Core Strategy.
