This objective - like Objective 1 - again completely misses out the specific needs of the SME sector within the Borough. An additional Critical Success Factor should be added that targets the provision of affordable retail, office and industrial space for enterprises employing less that 10 people and/or less than 5 years trading.

Provision of 60,800m2 of new employment floorspace is optimistic & does not reflect market conditions. Recommend examining the option of introducing greater flexibility on new employment locations and sites to consider whether mixed use with housing would be more appropriate in certain situations.

If purpose built industrial buildings are required surely they can't be built until the business has been identified? Or are they just large sheds or warehouses. With Hasitngs only having a 180 degree hinterland, industry is less likely to venture to Hastings with only the A21 & A259 to export their goods.

It would be useful to have an explanation of the findings of studies in support of the critical success factor for the provision of 60,500m2 of modern, purpose built industrial & warehouse floorspace on land outside the town.

Objective 10 - Active Growing Business Community
Increase business activity and diversification, and create employment through a range of business developments including office space, managed workspace, incubation units, industrial floorspace, hotels, tourism and leisure developments. Ensure new business development is supported by excellent education and training in relevant sectors.
* An increase in office space in appropriate locations close to transport infrastructure and away from town centre locations if parking is required
* an increase in managed workspace and incubation units in accessible town centre locations or in Country Avenue mixed use developments
* an increase in industrial floorspace in revitalised industrial estates
* an increase in creative and cultural business sectors
* a reduction in unemployment in young people
