Inclusion to MM2-Planning permission will not be granted unless:
The design, layout and massing of any amount of development that can be justified as enabling development is sympathetic to its surroundings in order that any harm to White Rock Pleasure Gardens, the Conservation Area and the historic assets within the cartilage of the Former Convent of the Holy Child Jesus.

Justification - Any enabling development that can be justified should live in harmony with these important assets. This site has under-realised potential for tourism. Any harm to these assets should be minimised, in order to maximise the potential for tourism.
