The DCLG indicates the need for 289 new households per annum, whilst the ONS/DCLG made an earlier estimate of 363. The Council's target is 200. Clearly there is a mismatch here. The Council in stating that the Government's figures 'do not take account of factors such as physical limits to outward growth and environmental constraints' is implying that Hastings cannot expand beyond the existing built-up margin. Yet some encroachment of housing into the AONB to the east and north-east of the town could easily be made just as the Council's Development Plan already proposes at the Ivyhouse Lane Industrial Estate.
