B31 should be taken off of the site allocation list as Policy CLBX, does not make explicit reference to the English Heritage guidance on Enabling Development. Any application submitted with a Viability Appraisal for Enabling Development will only be recommended for approval if it is in accordance with the English Heritage Guidance as detailed in Enabling Development and the Conservation of Significant Places (2008).
