There should be a section or item dealing with parking guidance in a Development Management document. Our recommendation for theatres (sui generis) and assembly and leisure venues (D2) is:

1 cycle stand per 40 seats - 1 parking space per 5 fixed seats
Theatres only - adequate turning and loading facilities inc. sapce for one coach or 16.5m lorry.
