The policies within this category need to be clearly defined and not ignored or changed to suit the submitted application/developer's needs. If there are policies and strict guidelines then they should be adhered to. I have seen little evidence that overbearing buildings, over shadowing and privacy issues are taken into consideration when determining a planning application. Most submitted planning applications stick to the minimum standards, so that whether it is a property with 2, 3 or 4 bedrooms a 10 metre garden is provided - some properties have less than the minimum requirement.
