definition of smaller bed and breakfast establishments should be extended so that where a family shares its home with guests up to six rooms could be let before coming within the scope of this SPD.
Under the current proposal there is a major dis-incentive for inward investment in guesthouses. No investor
is going to risk his capital on a new venture if his exit path in the event of failure is blocked or made more difficult by, for example, the requirments of this SPD as currently proposed.
This is an area which is in decline and this proposal will make matters worse.
